The City of Richmond has released its latest annual salary disclosure report, revealing that its highest-paid employee earned more than $465,000 in total compensation in 2025.

Topping the list was Chief Administrative Officer Serena Lusk, who received a salary of $388,623, plus benefits that brought her total compensation to $465,012 for the year. That's a slight increase from 2024, when her total compensation was just over $462,000.

The city's second-highest-paid employee was Deputy Chief Administrative Officer John Irving, who earned $410,687 in total compensation, including salary and benefits.

More than 120 employees earned over $150,000

The report also shows that 120 City of Richmond employees earned more than $150,000 in 2025.

Interestingly, Richmond Fire-Rescue accounted for nearly one-third of that group, with 36 firefighters and senior fire officials earning above the $150,000 mark.

Several senior managers overseeing engineering, planning, finance, inspections, flood protection, and waterworks also appeared among the city's highest earners.

The salary disclosure also covers several organizations owned or operated by the city.

Richmond Olympic Oval

• Managing Director Gerardo De Cicco received total compensation of $283,660.
• Director of Finance Ravandeep Dusanj earned $216,288.

Lulu Island Energy Corporation

• Chief Operating Officer Alen Postolka earned $240,623.
• Senior Project Manager Christopher David received $165,729.

Richmond Public Library

• Head Librarian Susan Walters earned $220,075.
• Circulation and Merchandising Coordinator Shaneena Rahman received $160,358.

The annual salary disclosure includes all City of Richmond employees earning $75,000 or more, along with taxable benefits such as vehicle allowances, life insurance, overtime, banked time, and other compensation.
